Mark Kent, FACHE, FACMPE
Chief Executive Officer

Mark Kent is the Chief Executive Officer of the CAC- Florida Medical Centers and is responsible for building upon the success of CAC-Florida Medical Centers with expansion and patient growth. Prior to assuming this position, he was Market Vice President of the Ohio and Indiana Senior Products segment of the East Central Region with Humana. His segment was responsible for helping 180,000 Medicare Advantage members achieve lifelong well-being.

At a very young age Mark learned the lessons of giving through his home church, St. James Lutheran Church, which assisted many Cubans in conjunction with Church World Service to safely arrive in the United States to pursue better lives. Then, as young man in college, Mark continued changing lives by serving on several mission trips Guatemala, Haiti, Honduras and other countries. He has donated more than $100,000 to support the victims of the Indian Ocean Tsunami (2004), Hurricane Katrina (2005), and the Haitian Earthquake (2010).

Mark is a nurse by training with a Master's in Business Administration from Purdue University, Six-Sigma training at the University of Michigan, and recognized as a Six Sigma Master Black Belt by the American Society for Quality. He is also both a Fellow of the American College of Healthcare Executives and a Fellow of the Medical Group Management Association.

Mark has written and published several articles on organizational behavior and healthcare management, is a frequent speaker on health care matters, and has served on the boards of several local and national charities. Additionally, Mark founded the Foster Children's United Society, a private not-for-profit foundation in which assists foster children.

Mark is excited about coming back home to South Florida. Through his background as a market operations leader he is able to assist CAC-Florida Medical Centers staff to continue to deliver personalized, easily accessible medical care to more than 20,000 patients every year.

Heriberto Valdes
Chief Operations Officer

Heriberto (Bert) Valdes is a 23-year veteran of the South Florida health care industry. After completing his six year commitment to the United States Marine Corps, he began his health care career in 1983 as principal owner and Vice President of four multiple specialty medical centers in Miami-Dade County. Prior to joining CAC-Florida Medical Centers in 2002, Bert was Chief Operations Officer for Med. Consulting Services, one of South Florida's first pre-paid dental plans.

In his current role as Chief Operations Officer at CAC, Bert is responsible for the day-to-day operations of the company as well as implementation and support of initiatives to drive senior leadership's strategy and long term vision.

Bert has held numerous senior leadership positions in managed care. After spending nearly a decade in health care delivery, he switched roles to focus on the business and operational aspects of health care delivery in the areas of provider relations, product development, contract administration, business development, finance, and administration. He has served in senior management positions for Finlay, HIP Healthplans, Community Healthplans, PacifiCare, CIGNA, Physicians Healthcare Plans, Care Florida Healthplan and CarePlus Healthplan.

Bert Valdes graduated Magna Cum Laude from the University of Southern California with a Bachelor of Science degree in Political Science.

Sonia Michael, M.D.
Senior Medical Director

Dr. Sonia Michael is a family practitioner, who completed her training at the University of Miami, and later became Clinical Assistant Professor of Family Medicine and Community Health. Until recently, she was part of the Voluntary Faculty in the Department of Family Practice. Dr. Michael has a 20-year career in medical leadership roles, primarily in medical group and staff model practices, as well as in private practice in the South Florida area. Throughout this time, Dr. Michael has served as medical director for large medical centers, such as PCA Family First and Humana, and most recently at Continucare.

Dr. Michael received her medical degree from Mansoura University Hospital, in Mansoura, Egypt and completed her residency in family practice at Jackson Memorial Hospital in Miami, FL. Her senior level health care experience spans all aspects of Health Management including utilization management, quality improvement, coordination of care, physician network development, provider relations and contracting, and experience in clinical trials research, practice and management fields. Prior to her joining CAC-Florida Medical Centers as a Senior Medical Director, she served as a Medical Director in Continucare.

Her responsibilities include physician recruitment, development of hospitalist panels, utilization management, implementation of disease management programs, and HEDIS compliance. She brings operational experience and a great track record of engaging physicians through close interaction and relationship building.

Pablo Alonso, M.D.
Regional Medical Director

Dr. Pablo Alonso graduated from Universidad Central del Este in San Pedro de Macoris in the Dominican Republic. He completed his first two years of Pediatric Residency at Lincoln Hospital, an affiliate of New York Medical College. He did his third year of Pediatric residency at Elmhurst General Hospital in Elmhurst, New York an affiliate of Mt. Sinai School of Medicine.

Following his residency, he accepted a Fellowship in Ambulatory Pediatrics at Winthrop University Hospital in Mineola, New York. After his fellowship training, Dr. Alonso embarked in a three year residency program in Emergency Medicine at Beth Israel Medical Center and Elmhurst General Hospital, both affiliated with Mt. Sinai School of Medicine in New York. He received the Robert Altman Award for Excellence in Emergency Medicine in 1994. Dr. Alonso is Board Certified in Pediatric Medicine.

In 1995, Dr. Alonso returned to his home town of Miami and accepted a position of Attending Physician in the Emergency Department at Palmetto General Hospital. There he was the Physician in Charge of the medical students from Nova University and later became Assistant Director of the Emergency Department at Palmetto Hospital.

In 1997, he joined CAC as an urgent care physician at the Bird Road center. In 2003, he was promoted to be the Medical Director of the Little Havana CAC-Florida Medical Center. In January 2006, he accepted the position of Regional Medical Director, sharing responsibility for the daily medical operations at CAC-Florida Medical Centers.

Carline Hyppolite-Oyadiran, M.D.
Regional Medical Director

Dr. Carline Oyadiran is an internist with over nine years experience working in a managed care setting.

As an undergraduate student at Queens College in New York City, she was actively involved in the Peer Advisement Program, in which she advised students with scheduling and emotional issues. She was also a member of the Steering Committee for Minority Students.

She obtained her medical degree from the State University of New York in Buffalo. Dr. Oyadiran completed her residency training at North Shore University Hospital, which was affiliated with New York University.

Dr. Oyadiran began her long relationship with CAC-Florida Medical Centers as a primary care physician in 1998. In 2001, she was promoted to be the Medical Director of the North Miami Beach center.

In 2004, Dr. Oyadiran decided to enter private practice and was affiliated with numerous health plans. She also cared for nursing home patients through her relationship with Hospitalists of America. She returned to the CAC-Florida Medical Centers in 2006 in the role of Regional Medical Director. In this position, she shares responsibility for the daily medical operations of the centers, as well as chairing and participating in various medical committees.

A born New Yorker of Haitian heritage, she has always lived in a cosmopolitan environment, where she has developed sensitivity to people of all cultures, languages and creeds. She speaks English, French, Creole and Spanish.

Rey Lopez
Executive Director of Operations

Rey Lopez has been in the health care field for over nine years. He was employed by CAC-United Healthcare as a customer service representative and through his hard work and dedication has achieved the position he currently holds with CAC-Florida Medical Centers as Executive Director of Operations.

In his current role Rey is responsible for the planning, organization and supervision of operations of the CAC-Florida Medical Centers. In this role, he supervises the administrative staff of the centers and the transportation services. Rey is also responsible for acting as a liaison between the centers and the communities each center serves.

Rey Lopez has held several administrative positions with CAC-Florida Medical Centers, his most recent position as a Regional Administrator was overseeing several medical facilities and supervising several administrators. He was also involved in various projects including customer service improvement, information systems and implementation of policies and procedures. Mr. Lopez holds a Bachelors of Professional Studies with a specialization in Health Services Administration from Barry University. He graduated Cum Laude.
Carmen Collantes, Regional Administrator

Ms. Collantes has more than 25 years of experience in the South Florida health care industry. She joined the CAC-Florida Medical Centers in 1979, having served in various roles during her tenure. In 1991 she was promoted to the role of Center Administrator and later successfully managed multiple Centers. In 2005, Ms. Collantes was promoted to Regional Administrator. In this role she oversees the daily operations of the East Hialeah, Little Havana, West Hialeah, Westland and North Miami Beach CAC-Florida Medical Centers.
Hilda Lago, Regional Administrator

Ms. Lago began her career with CAC in February 1994 with CAC United HealthCare as an Assistant Administrator at the Kendall Medical Center. She later transferred to the Westchester Medical Center where she was promoted to Administrator as part of the PanAmerican CAC family. In January 2002, Ms. Lago was the Administrator who opened the Bird Road CAC-Florida Medical Center. In November 2006, Ms. Lago was promoted to Regional Administrator. In this role, she oversees the Kendall, Bird Road, South Dade, Westchester and Homestead CAC-Florida Medical Centers.
